International Scholar Dossier (ISD)

Department administrators need to attend ISD training in order to be granted access to begin using ISD to submit J-1, H-1B, E-3 and TN applications. International Scholar Dossier (ISD) is a web-based application used by the International Faculty & Scholars Office (IFSO) to manage the invitation process for J-1 Exchange Visitors and H-1B/TN/E-3 employees at UC San Diego.

ISD allows the departmental administrator to create a scholar record in the system for prospective international visitors, who will then be notified to enter their data and upload supporting documentation to the system. When they are finished the system will notify the departmental administrator to review the data and documentation of the scholar, as well as input additional data and upload supporting documentation from the department side, after which the record is submitted to IFSO. IFSO will issue the DS-2019 or file the employment-based petition with U.S. Citizenship and Immigration Services (USCIS) or reach out for any additional information/documentation that is required.

Obtaining Access to ISD

Once a Department Administrator attends IFSO's UC Learning "Training for Online J-1 and H-1B Requests" they will be granted access to begin making submissions via ISD.

note: there is no additional training required for E-3/TN submissions.

This is a one time (required) training to gain access to the ISD web-based application submission system. You are welcome to take the training multiple times as a refresher.  

Logging Into ISD (VPN subpool)

To access ISD you must go through UC San Diego's VPN, regardless of whether you are on or off campus. If you have not already done so, install UCSD's VPN onto your computer.  

To access ISD you must use a specific VPN subpool, this is done by adding "@isd" to your active directory credentials.

  • Group: 2-Step Secured - Split
    • You must use the "split" group option
  • Username: [your active directory username]@isd
  • Passcode: [your active directory passcode]

After successfully signing into the VPN you can proceed to the ISD website, follow the instructions noted in the Department ISD Guidebook for detailed instructions regarding how to log into ISD. Please note that the username and password to log onto the ISD website were provided to you via email.

Note: Scholars only have one ISD guidebook that will guide them through the required information/documents which need to be submitted for J-1, H-1B, E-3, and TN requests via ISD.

Frequently Asked Questions

I am using the correct username and password to log into ISD, why isn't it working?
  • Please verify the following:
    • Sign into the @isd subpool
    • Make sure when you are copy and pasting your password that you are not including any spaces
    • Verify that you are on the department link https://isd.ucsd.edu/ 
    • Clear your browser history, this seems to help specially with chrome and if you had a previous ISD password.
I am using the compose email function in ISD to contact the scholar for an extension/amendment, why isn't the scholar receiving my emails?
  • Verify the email address being used to contact the scholar is correct by going to ISD --> Tasks Tab --> Edit Visitor Login and Permissions --> Under "Login Information" edit the email address, if necessary
  • Verify that the email is not going to the scholar's junk inbox.
  • Has the scholar been invited to ISD? View the History Tab in ISD to see if the scholar was invited to ISD. The Compose Email feature will NOT generate emails until the scholar has been invited to use ISD via the Tasks Tab "Invite Visitor" option. 
    • The "Invite Visitor" option in the Tasks tab provides scholars with a username and password. The system wont let you compose an email to someone that has NEVER been given a username and password.  
    • Please note that IFSO created skeletal records in ISD for scholars who already have a profile in IFSO's internal database ISSM. This was done to help link the accounts/records, so that when an extension/amendment is filed via ISD the record connects to the ISSM profile we already have. However, IFSO did NOT send the email invitation to the scholars as not all will be extending or amending their current status.
I noticed there is a record already created for a scholar in ISD, but the department contact noted is my colleague. How do I update the record so that I am the department admin receiving all the notifications?
  • If your already have ISD access:
    • Find the scholar record in ISD
    • Under Tasks go to "Edit Visitor Login and Permissions"
    • In the "Department User" drop down menu select the appropriate department admin contact
  • If you do NOT have ISD access yet:
    • Attend the UC Learning Training: Online J-1 and H-1B Requests Using "ISD"
    • After you receive a username and password from IFSO, you can update the scholar record to make yourself the default admin contact
  • Please note that when IFSO created skeletal records in ISD, we left the department admin assigned as the first person on the drop down list. 
I am emailing the scholar, they receive my email but the email does NOT contain the ISD username and password. How do I generate their ISD username and password?
  • There are two methods of generating the scholars username and password.
    1. Go to the Tasks Tab, click on "Invite Visitor." Write an email to the scholar and at the bottom of your email, ISD will include the ISD username and password for the scholar to use. This will only be visible in the email the scholar receives.
    2. You may also generate the scholars login information by going to the Tasks Tab selecting  “Edit Visitor Login and Permissions”  selecting the "Reset Password"  and clicking save. This will generate the username and password for the scholar. 
  • The other contact options ISD offers such as "Compose Email" and "Confirm Visitor Information" are methods of contact that log your emails in ISD but do not generate the username and password.
 I saved changes/information to ISD, why aren't these changes reflected on the DS-2019 or I-129?
  • Changes/Information saved will not be submitted to IFSO unless you submit the changes via the "Review and Submit Visitor's Information" option. This will send the changes/information to IFSO for processing. 
I updated the processing stage in ISD, but IFSO has indicated that they have NOT received the request. How do I submit the request to IFSO?
  • Do not edit the Processing Stage. The Processing Stage will update automatically. Please note that manually updating the processing stage to “Submitted to International Office” does NOT submit the record to IFSO. The only way for IFSO to know that a request needs to be processed is by going to the Tasks Tab and clicking “Review and Submit Visitor's information.”
How do i submit my request to IFSO?
  • The only way for IFSO to receive a request via ISD for processing is by going to the  Tasks Tab and clicking “Review and Submit Visitor's information.”
  • Do not edit the Processing Stage. The Processing Stage will update automatically, depending on the action. Please note that manually updating the processing stage to “Submitted to International Office” does NOT submit or notify IFSO that there is a request for processing. The only way for IFSO to know that a request needs to be processed is by going to the Tasks Tab and clicking “Review and Submit Visitor's information.”
  • IFSO does not receive alerts when an update is made in ISD, unless the record is submitted to IFSO via the Tasks Tab and clicking “Review and Submit Visitor's information.”
  • When submitting via the Tasks Tab and clicking “Review and Submit Visitor's information” IFSO will only receive new or updated information. 
  • If the only update you have made in ISD is adding to the Notes Tab or Documents Tab, IFSO will not receive a notification when you go to Tasks Tab and click “Review and Submit Visitor's information.”
  • If you are worried that IFSO did not receive your request, you can:
    • Click submit again! That’s OK!
    • Email ifsoisd@ucsd.edu to verify we received it
    • Look at the history tab it should have a line item that says “Data Submission by Department” with description “Department submitted information to the international office."
How to find a scholar in ISD?
  • Once in ISD, on the left side under Record Manager, select “Search for Visitor”.
  • In the first box for Last Name, enter the scholar’s name listed on their passport.
  • Remove filters so that they are listed as “All”, especially the ISSO Advisor box.
  • If nothing appears, you may have to create a record for the scholar.

Why can't I log in? I know I am using the correct username and Password.
  1. Verify you are on the correct link https://ISD-visitor.ucsd.edu 
  2. Contact ifsoisd@ucsd.edu to have IFSO review your permissions or reset your access. 
 
I saved changes/information to ISD, why aren't these changes reflected on my DS-2019 or I-129?
  • Changes/Information saved will not be submitted to IFSO or Department unless you submit the changes via the "Review and Submit to Department" option. 

My DS-2019 has already been issued, however I need to request a J-2 DS-2019 for my dependent(s).

  • To request J-2 DS-2019's after the J-1 DS-2019 has been issued, you must:
    • Sign into ISD
      • If you have never used ISD or do not recall your login information contact ifsoisd@ucsd.edu.
    • Enter dependent(s) info in ISD and upload dependent documentation (passport, funding)
    • Create shipping label to be used by IFSO to ship J-2 DS-2019
    • Submit your request by selecting “Review and Submit to Department"
    • IFSO will process the request and contact you once the J-2 DS-2019 has been issued.

Troubleshooting

A scholar is initially granted access to ISD by their Department Administrator. If after being granted access, a Faculty/Scholar has questions that are not addressed in the Scholar ISD Guidebook (PDF) or difficulties accessing ISD (e.g. forgot username, password reset, etc.) contact IFSO at ifsoisd@ucsd.edu for assistance.
